Material loft is one part of insulation
Down clusters help create a structure that holds air. Fill power is a controlled measure of loft, not a direct temperature rating. Two garments using the same nominal fill power can perform differently if their fill weights, baffles or coverage differ.
A recycled origin alone does not establish reduced or equivalent warmth. Establish the measured material specification first, then validate the finished product against its intended use.
Four variables to discuss with a supplier

Sleeping bags need product-level assessment
A fill-power report cannot be used as a sleeping-bag comfort rating. The complete sleeping system must be assessed under the applicable product test procedure. Send the intended conditions and product performance target along with the material brief.
Approve evidence before a warmth claim
Request representative samples, record the test protocol and retain a construction reference. If a brand changes fabric, dimensions or fill weight after approval, revisit the finished-product validation. CIRCUDOWN does not publish a universal warmth guarantee for recycled down.
