Compare the same purchasing requirement first
Two prices are not comparable simply because both quotations say “recycled down”. One may describe a different composition, another may exclude testing, and a third may cover a different delivery point. Begin with the requirement, then compare the offered material and the included services.

Define what is being priced

Colour can be important where darker filling shows through a light casing. Species and composition may matter to product positioning or an existing specification. Confirm their relevance to the actual product instead of paying for a description the development team has not evaluated.
Treat fill power as a specified requirement
Write the target, method, units and conditioning basis together. State whether the quoted value is a development target, an acceptance minimum or a result from an identified sample. A difference in reported loft is not a sound basis for a price premium until the reports are comparable.
Where a supplier proposes an alternative, put it on a separate line with the changed specification. This preserves a clean comparison of compliant offers while leaving room to evaluate a different material on its own merits.
Build a quotation comparison worksheet
Give each supplier the same brief and record exceptions in writing. “Included”, “excluded” and “to be confirmed” are more useful entries than a blank cell. Keep the original currency and quantity basis visible before making any internal comparison.

Separate material price from the cost of the purchase
Keep the quoted material cost separate from other charges, then compare the total for the same order scenario. Relevant lines may include agreed testing, document-related charges, packaging, freight, insurance or destination costs, depending on the transaction. Confirm who is responsible for each item.
A practical worksheet can show material quantity multiplied by the quoted unit price, plus the separately agreed charges needed to reach the same delivery and acceptance point. This is a comparison structure, not a market-price model. It needs the actual quotations and the buyer's applicable costs.
Compare trial and bulk orders separately
A sample or trial quantity and a bulk order may involve different arrangements. Specify the material quantity needed for laboratory evaluation and product trials, then distinguish it from estimated production demand. Record any charge that applies per test, per shipment or per order rather than assuming every item scales with kilograms.
Keep cost per product tied to a validated design
For an internal costing exercise, use the approved fill weight and the actual quoted material cost. If a proposed material changes the fill weight or construction, compare the revised product only after development review. Higher fill power alone does not establish that a lighter filling weight will meet the finished-product requirement.
Price the required evidence, not a vague certification phrase
If the order requires certified recycled content, define the applicable product, documentation and transaction needs. A scope certificate and a shipment record have different functions; neither should be replaced with an unspecified “certificate included” line.
Similarly, identify which laboratory tests are included, which sample or lot they concern and who arranges them. Testing costs and document availability should be settled for the project. A supplier's sample report is not automatically an included bulk testing service.
Practical sourcing note
Send the same written brief to each supplier: application, duck or goose, white or grey, down content and definition, fill power with method and units, recycled-content or certification requirements, testing, estimated quantity, destination and requested timing. Invite suppliers to list exceptions and alternatives separately. Ask what the quotation includes and when it expires. If you have not selected the shell fabric or acceptance limits, say so. Comparing explicit assumptions is more useful than ranking prices for materials and services that only appear to be equivalent.
Use three checks before choosing the lowest offer
First, check compliance with the brief. A quotation for a different composition may be a useful alternative but is not a lower price for the same material. Second, check the supporting evidence and sample plan. Third, compare the commercial conditions and unresolved exclusions.
If the lowest offer still meets the requirement, its lower price may be relevant. If a requirement is unconfirmed, treat the price as conditional. Before the bulk order, confirm lot identification, required reports, acceptance criteria, document timing and the agreed response to changes. A successful sample is development evidence; it does not remove the need for shipment-specific verification under the order terms.
